David A. Anderson, of South Windsor, was spotted by witnesses outside the South Windsor Community Center at 150 Nevers Road touching himself in his vehicle around 3:15 p.m., authorities said.
He left before police arrived, but South Windsor officers nabbed him at a traffic stop in the area of Never Road and Sand Hill Road.
He admitted to police that he had his genitals out while in the community center parking lot, authorities said.
He was charged with risk of injury to a child, break of peace, and public indecency. He was released on a $17,000 bond, police said.
